I have database backup (done using Microsoft DPM) and I restored this database into different server. When I try to create publisher it throws an error distribution database doesn't  exists in sysdatabases and at any degree I can't establish the replication.

You need configure distributor first.

True. But when I go distributor properties, the dsitribution database already there for that publisher. I try to disable and configure then throws an error could not locate in sysdatabase for database 'distribution'. no entry found with that name. I think there are some settings from the backup which can't enable this publication. If I take a full native backup and restore the db and I am able to create the publication without any issues, only DPM backup has issues.

Looks like distributor config failed sometime before, try remove replication completely and start over.

You need to execute sp_removedbreplication against the restored copy
