Error 14040 xxxxxx is already a subscriber ???

I have had cause to initialise all our replication in order to remove the red crosses on the replication monitor. I have ensured all the tables in the 'distribution' db are empty and I have set up a new publication. However, whenever I try and create a push subscription I get the above message.

I've tried sp_dropsubscriber 'xxxxxx' on the publisher and it says 'xxxxxx' is not a subscriber and I've tried sp_removedbreplication on the subscriber, but I still can't get past this error. Are there any tables in msdb or master I should be looking at to clear this? I'm not sure what else to try at the moment.
