I have configured transactional replication with an initial snapshot to start just after the replication is configured. I have configured the Publisher to NOT lock data during the initial snapshot (yes all servers are SQL2000 SP4), but every time I add a new subscriber, the snapshot creation DOES lock (and block) data until the snapshot moves to the Distributor database. Is this normal?

Check out this feature: UseInprocLoader .

Let us know if it helpful.

Then why is there a checkbox to "Do not lock tables during snapshot generation. All subscribers must be SQL 7.0 or later." ?

Do not lock tables during snapshot generation. All Subscribers must be servers running SQL Server version 7.0 or later.

Select this option to enable concurrent snapshot processing. This option is displayed with transactional replication. Publishing tables will not be locked while the snapshot is generated.

This only says no TABLE locks. Can you monitor the locking activity? SQL Profiler?

How about using MERGE replication with trigger synch?
