SQL Install license by CPU to change to by seat

We have a few 'test' SQL Servers that have 5-10 users total that were installed as by CPU (2) but the license that was purchased was by seat. It appears that there is no way officially to change the install to reflect this in SQL 2000 or 2005 as it states you must de-install and re-install picking the different licensing method. Does anyone know of another way to change the licensing model without reinstalling SQL Server?

Does anyone know how you can tell now it was installed (SQL 2000)? By CPU or By Seat and the # of seats it was installed with? When I open up the Licensing panel in Windows it will not open. Don't know if there is a query to run in SQL Server to get that type info.

I just found in Control Panel, SQL Server licenses it shows it there too .
