Anyone know that if reporting service need separated licence to deploy?
or it is free???

It is not free. It is included in SQL Server's bundled licensing, therefore you may add it at no incremental cost to an existing SQL Server server... but that would require adding IIS. So if you were to seperate your IIS tier from your database tier according to best practice to would need to buy a SQL Server license for the IIS server that will host the ReportServer web service.

What about the license for Visual Studio .net for the designer tool? Is that required?

Yes, the Report Designer portion of the Reporting Services licensing is covered under the VS.NET 2003 licensing. But you can have any type of VS.NET 2003 product... so the $99 VB.NET Standard version is the cheapest entry-point.
