BCP error when importing from text file

I am trying to import from a text file using bcp and receiving this error;

SQLState = S1000, NativeError = 0
Error = [Microsoft][ODBC SQL Server Driver]Unexpected EOF encountered in BCP data-file

The text file only contains two rows and uses double quotes for character columns and a comma as the delimiter. If I remove the '-c' switch the command runs but no rows are imported. The script is:

xp_cmdshell 'bcp usa..order_items in \\nc10s018\D$\SemtekImport\test3.txt -c -t , -r \n -T'

I appreciate and recommendations.

THis error causes due to corruption of BCP files (input file) in the windows environment. Make sure to not to save when you open in NOTEPAD or any other editor.
