We lost the disk subsystem of our distributor and I am having problems removing replication from the publisher and subscriber because the distributor is not available. For example,

From the publisher, when I run sp_dropsubscriber 'serverName' I get the following error:

Server: Msg 945, Level 14, State 2, Procedure sp_dropsubscriber, Line 212
Database 'distribution' cannot be opened due to inaccessible files or insufficient memory or disk space. See the SQL Server errorlog for details.
Server: Msg 14042, Level 16, State 1, Procedure sp_dropsubscriber, Line 218
Could not create Subscriber.

From the publisher, when I run sp_dropdistributor @no_checks = 0, @ignore_distributor = 1 I get the following error:

Server: Msg 21008, Level 16, State 1, Procedure sp_dropdistributor, Line 170
Cannot uninstall the Distributor because there are Subscribers defined.

My question is, "How do you manually remove replication WHEN THE DISTRIBUTOR IS UNAVAILABLE?"

Try using sp_removedbreplication on subscriber.
