I have a database with transaction log 99% full. The recovery model is set up as 'bulk-logged'. So what steps do I need to take to truncate the log? No routine transaction log backup has been performed on this database.

only tempdb is still 93% after issuing truncate command. What can I do with tempdb?

You can just recycle server (at appropriate time) to get a brand new tempdb with 0 size.
