Disk Fragmentation and Disk extending

We have a Windows 2008 x32 and SQL 2008 server that needs some maintenance:

1)   We have NT Disk fragmentation and feel the drive where the mdf/ldf resides needs to be defragmented.  Will the native tools in Windows defrag the hard drive with SQL running or should SQL be taken off line to perform?

2)  On same server we need to extend the volume (aka diskpart), should SQL be taken off line to perform this task?

Diskkeeper claims that the defrag can be done online but my recomendations has always been to do activities like this offline when ever possible. I haven't extended a volume with Diskpart in a long time. Most fo the time it is done on a SAN with their own utilities and is done online all the time. However again if I could do it offline I would. And as always do a FULL backup of all dbs on that volume before attempting anything.
