Deployment Utility not creating DTSConfig file

After I have built my packages, I am trying to deploy them to the target machine. I right click on the Project in Solution Explorer and select Properties. I set the CreateDeploymentUtility to true and the DeploymentOuputPath to bin\Deployment. I then click ok. The bin\Deployment path is created, but the dtsconfig file is not created, only the package and the Deployment Manifest are in the Deployment folder. When I ran the wizard off the Manifest it went through the process but sure enough there was no dtsconfig file recognized. While I am creating the package using BIDS on my local laptop, I store the project during development on a network folder.

Does storing the project over a network share cause the dtsconfig file trouble during the deployment wizard? Am I missing something else?
