Utility explorer does not show up on a SQL Server 2008 ver 10.0.4000

There is supposed to be a menu item in SQL Server Management Studio for the Utility Explorer under the View menu. It does not show up and I can't find one single article to show me how to enable it. I am running the 64 bit Developer edition of SQL server 2008 with SP2 on a Windows 2008 server.

You need to be running SQL Server Management Studio 2008 R2 to use Utility Explorer.

Thanks for the response and you are correct. I tried to upgrade my dev edition to Enterprise with a valid license key and it remains at the Dev edition even though the Upgrade says it was successful and restarting the SQL server.

Actually you need the version of SSMS to be R2. You do need a R2 instance somewhere to create the UCP on but you can register non R2 servers in it. But you do need SSMS R2 to use the UCP. What does the help about screen show for your SSMS?
