ReportServerTempdb datafile size

I inherited a SQL Server 2008 Report Server that has a ReportServerTempdb mdf file that has an allocated size of 45 gig, but only has about 950 mb in actual data.
I have attempted a DBCC Shrinkfile to reduce the allocated space to 2 gig, I have also tried an alter database to resize this file. These have both been unsuccessful. This database is set to Simple (as it should) but is currently unrestricted (which will change once I get this allocated size reduced).
What is the best practice in handling this data file. As I understand the expiration and default purge , it should remove snapshot and session data after 10 minutes, but this does not appear to be happening correctly.
I would appreciate any insight. I am sure it is probably something simple and I have just overlooked it, but would welcome your indulgence.
